USO
SCHEMES IN CHHATTISGARH :
Chhattisgarh
Telecom Circle was created by bifurcating M.P. Telecom Circle in 2003-04 after
the new state Chhattisgarh was born.
During the erstwhile DOT period, the development of telecom services was
managed through 6 SSAs in the areas, which were bifurcated from Madhyapradesh as
Chhattisgarh State.
Chhattisgarh telecom Circle thus still constitutes an integral part of
M.P. Telecom service area.
The USO schemes which were initially envisaged for integrated
Madhyapradesh Circle in the 6 SSAs of Chhattisgarh area were finally segregated
for Chhattisgarh Telecom Circle.
The following USO schemes are under implementation in Chhattisgarh State
:
A)
Operation & Maintenance of VPTs
B)
Replacement of MARR VPTs
C)
Provision of VPTs in the uncovered villages as per Census 1991.
D)
Provision of VPTs in the uncovered villages as per Census 2001.
E)
Provision of Rural household DELs
F)
Provison of Mobile infrastructure facilities in the uncovered areas
G)
Provision of Broadband facilities in the rural exchanges of the Circles.
The
USO schemes in the state are being implemented with the help of the following
universal service providers / infrastructure providers:
1.
M/s. Bharat Sanchar Nigam Limited
2.
M/s. Reliance Communications Limited
3.
M/s. Reliance Telecom Limited
4.
M/s. BTA Cellcom Limited
5.
M/s. National Information Technology Limited (now rechristened as KEC)
The USO agreements which are in operation for the
state are:
1.
Agreement No.30-101/2002-USF dated 28.03.2003 with M/s. BSNL for
operation & maintenance of VPTs.
2.
Agreement No.30-107/2002-USF dated 25.09.2003 with M/s. BSNL for
refreshment of MARR VPTs from 01.07.2003 onwards.
3.
Agreement No.30-107/2002-USF dated 19.03.2004 for refreshment for MARR
VPTs install upto 30.06.2003 with M/s. BSNL.
4.
Agreement No.30-133/2004-USF dated 30.09.2004 for installation of RCPs
with M/s. BSNL.
5.
Agreement No.30-130/2004-USF dated 10.11.2004 for provision of VPTs in
Revenue villages as per 1991 Census with M/s. BSNL.
6.
Agreement No.30-140/2004-USF dated 15.03.2005 with M/s. BSNL for provison
of Rural household DELs in specified SDCAs during the period 01.04.2005 to
31.03.2007 which were further extended thrice till the completion of validity
period of the agreement i.e. upto 31.03.2010.
7.
Agreement No.30-145/2004-USF dated 03.05.2005 with M/s. BSNL for
provision & maintenance of Rural household DELs from 01.04.2002 to
31.03.2005 with a validity period of 8 years with M/s. BSNL.
8.
Agreement No.30-145/2004-USF dated 26.08.2005 for provision &
maintenance of Rural household DELs in specified SDCAs of the state with
Reliance Telecom.
9.
Agreement No.30-148/2007-USF (Part-A) dated 14.05.2007 with M/s. BSNL for
provision of mobile infrastructure sites.
10.
Agreement No.30-143/2007-USF (Part-A) dated 15.05.2007 with M/s. NITL for
provision of Mobile infrastructure site.
11.
Agreement No.30-148/2007-USF (Part-BII) dated 16.05.2007 with M/s. RCL
for providing Mobile Telephone connections in uncovered areas.
12.
Agreement No.30-148/2007-USF (Part-BII) dated 18.05.2007 with M/s. BTA
Cellcom Ltd. For provision of Mobile Telephone connections in uncovered areas.
13.
Agreement No.30-148/2007-USF (Part-BII) dated 16.05.2007 with M/s. RTL
for provision of Mobile telephone connections in uncovered areas.
14.
Agreement No.30-148/2007-USF (Part-BII) dated 16.05.2007 with M/s. BSNL
for provision of Mobile telephone connections in uncovered areas.
15.
Agreement No.30-160-8/WIRELINE-BB/2006-USF dated 20.01.2009 with M/s.
BSNL for provision of Rural Broadband connections from identified rural
telephone exchanges in the state.
16.
Agreement No.30-131/2008-USF dated 27.02.2009 for provision of VPTs in
the revenue villages in accordance with 2001 Census.
Development by M/s. BSNL :
BSNL
is the prime Universal Service Provider (USP) and infrastructure provider for
the state, which is implementing the following USO schemes:

Operation & Maintenance of VPTs

Replacement of MARR VPTs
c)
Provision of VPTs in uncovered villages

Provision of Rural household DELs
e)
Provison of Mobile infrastructure in rural & remote areas

M/s.
Reliance Telecom Limited is one of the beneficiaries of USO schemes in the state
which has been implementing the following USO schemes:

Provision of Mobile Telephony
Status of Implementation of
Infrastructure Scheme:-
Development of M/s. Reliance
Communications Limited :
M/s.
Reliance Communications Limited is one of the beneficiaries of Mobile
Infrastructure scheme in the state which has been authorized to share 205 Number
of mobile towers for providing mobile telephony in rural & remote areas.
The
performance of M/s. Reliance Telecom Limited in developing telecom services
in the state through USO schemes is as below :

Develepment of M/s. BTA Cellcom
Limited :
M/s.
BTA Cellcom Limited is one of the beneficiaries of Mobile Infrastructure scheme
in the state which has been authorized to share 479 Number of mobile towers for
providing mobile telephony in rural & remote areas.
The
performance of M/s. BTA Cellcom Limited in developing telecom services in the
state through USO scheme is as below :

Develepment by M/s. KEC
International :
M/s.
KEC International is one of the telecom infrastructure providers (IP) the state
which has signed an agreement with Govt. of India through Department of Telecom
to setup 230 Mobile Infrastructure sites in Bastar, Dantewada, Koriya &
Sarguja Districts. These infrastructure sites are being shared by the mobile
service providers namely RTL, Reliance Communications Limited, BSNL and BTA
Cellcom Limited (three each in each site).
